Kaziranga National Park in Assam is presently again in lime light because of killings of Rhino mother and its baby for horn. Over a year there are 24 Rhinos killed by poachers. These poachers worked for the international agency there are brokers who lined up with local poachers and carried out the killings. On the name of protection of 900 sq km area of park, there is very less staff with Forest Department. The guards have not sufficient basic accessories such as long distance focus torch, communication equipments, arms and ammunition. On the other hand the poachers are well equipped with mobiles, arms and ammunition. They have jeep and high frequency search light.

The broker purchases the horn in 4.5 lakh to 7 lakh. It depends on the size and weight of the horn. Due to less protection to the national park it is very easy to the poachers to kill the Rhino for the horn. The dead body of Rhino with missing horn is common here. The people leaving around the park are found involved in the poaching. These poachers very easily rescued themselves in want of evidence. Even due to highway no 36 Forest Dept. is unable to track the new people.

 

To save this innocent animal Govt. of India should look after in this matter seriously , now the science reached on the moon and mercury then why this technology should apply to monitor the Rhinos. The killing of Rhinos shows the inefficiency and negligence of the Forest Department, State Govt of Assam, Ministry of Environment and wild life and Govt. India. It is not hard to get the assistance of local populace the save the Rhinos. If we will link their livelihood with tourism, if we will convinced them that “if there is Rhinos there will Tourists”, people will assist the forest Dept to save the Rhinos. Even through tourism Forest Department will get revenue and they can able to manage workforce for them. At the same time provision of strict punishment should be made for poachers also.   But to do all these things it requires will & zeal. If we really want to stop the killings of this innocent animal then we have to create pressure on State & Govt. of India for taking strict action again poaching and for providing necessary security, electronic monitoring facility to the park.   Otherwise one day will come, when Rhinos will vanish from Kaziranga and we were constrained to see its picture only.

The Feelings

Feelings are the gift of God, you can say that because of feelings we are known as human beings. It is not that animals have no feelings and they are not able to express it, they have, but they can’t able to express it strongly as like man. Men express his feelings in different ways. Mostly the men feelings can easily observe in love, anger, joy, achievement.

 

But, think if these feelings will finish then….. Then men will convert into wild animal, may be he will prove to be more dangerous then animal. But is it possible? Can men feelings will dead?

 

Yes, unfortunately it is true. Due to repeated bitter shocks, unhealthy experiences deceive from nearest and dearest creates hollowness in mind it’s resulted into step by step dying of feelings. After dying all feelings men’s mind not shattered by seeing accidents.  Cry, sad incidents, joy not creates any storm in his mind. Why, today we are getting violent on pity things because slowly -slowly we are loosing our emotions. We are loosing our temper because the feeling are dying, the space for love, care for other is decreasing day by day. We are getting selfish, we are only thinking about ourselves, what is my need, how it will be fulfilled, how I will get rich, how I will be happy. We are running to catch joy, money & fun but we do not understand that by snatching joy from other, by deceiving other we are loosing our heart, our emotions, and our feelings and moving towards ending our joy & happiness. When we are going to stop this rat race? When we will stop ourselves? When will we stop ourselves to becoming a wild, senseless animal?

On the Mercy of God…..

D100_4104uring the fishermen livelihood survey, I visited almost all villages situated on the bank of river Mattru Jong. It came in Bonthe district the Southern part of Sierra Leone, West Africa. The river Jong meet with the Atlantic Ocean because of back water of sea the Jong river water is some places turned in brackish water and that created good ecology for the development of Mangrove forest. Near this bank the small- small hamlet is developed, mostly fishing and farming communities are habituating in villages moreover these hamlet constituted with 15 to 50 families or houses. I visited nearly 12 fishing cum farming hamlet of Nongo Babulon & Bendu Cha chiefdoms like Momaya, Molbat, Mania, Bendu Cha, Mosele, Tisana, Modevis, Bunpetoke, Taigbe, Garinga and Yealewa. I observed that in what condition these people are living, the life totally depend on mercy of God. No primary health and sanitation facilities, no education and no appropriate reliable means of transportation. For transportation they are using dug-out canoes Keno (The small boat carved in one big trunk of wood). Because of insufficient income from fishing they are engage in other business such as wood cutting, farming etc.

The situation is most worst in rainy season when the Jong river flow up to its normal water mark, the water logging and flood water of Jong river make it very hard for the people in the vicinity to came out from hamlet, even that of whole week time they can’t able to come out to purchase their daily needs items. The voyage by Keno turned very dangerous in rainy season because of flood water and back water of Atlantic Ocean creates lot of currants in the Jong river stream. Lots of losses occurred by Keno transportation generally in rainy season but there is no proper official record of these casualties to reduce them.

Though the life is going on the river side villages on the name of God, When I observed the children’s with big tummy clearly indicating their malnutrition status, no education facility, I thought how they will cop up with the future situation and challenges in this daily changing world. In some villages I observed that children’s are learning Arabic, practicing and reading the character written on the wooden plate. But it not help them lot, because the English & the Krio (broken English) is the most common official and communication language here. It is hard for them to get job on the basis of Arabic. I asked mother of Chief of village in Mende language, Kawu Ae Na? (How are you?) and she replied in Mende, just pushing my days ahead, she was suffering from back pain but its not easy to get treatment, first she have to cross the river by Keno and then by catching the Poda Poda (the private motor transport) she have to go Bo and its take near about 14 to 16 hours from her place and all this journey is not easy in this old age.

I really fail to understand how these people are living in such difficult terrain, in muddy swamp with misquotes. Communities are living hand in hand with Malaria, Typhoid and Dihoria because of poverty and lack of means of transportation they are not treating themselves; in place of that sometime they use the local herbal medicines. But, thanks to UNICEF and WHO health programs, under the program misquote nets were distributed and by awareness programs they taught them how to use it to keep them away from Malaria.

During my return way I just look towards these villages and understand what is the meaning of sentence ‘Living on mercy of almighty God”. I just remembered the communities’ living in the Sundarban Area of Bangladesh and India. The unsecured life, for their livelihood they are depends on the Sundarban forest which is filled with predators like Royal Bengal tiger and Crocodiles. When men left from his house for livelihood the wife never have guaranteed that her husband will be return back safely, but they living the life by trusting the Goddess Bon Bebi.

How tough lives these people are living. We are living in big metro cities with all luxury and basic amenities though we are feeling insecure and to deal with it we are just prefer to run for money, status and power. I was just contemplating on two contradictory pictures, the people who have all modern amenities and the people who are far away from the basic amenities and right of living moderate life.

The Change

Today one of my 61 years friend asked me about how to be a good wife? And I was surprised. She told that she have heartache in the relation, she is parted from her husband, after a long relation. I thought why this happen in this age. What will be reason that people live together for long time and then they don’t want to live together? Are they compelled to adjust with each other in their young age because of social pressure, children’s responsibility, money problem, or during the period they not find suitable match for them? Lot of questions arises in mind at one time.

I replied her Dr. Alex, you are pulling my legs, I have not long experience of marriage life, and how can I explain you about how to be a good wife? She replied me that young minds may be a good start to relearn and rethink about life & relations.  I assured here that I will try to provide her some tips.

On the basis of my experience I explain that, most of the times we make hurry to change the things. Definitely today’s the life is fast and we have no time, but it’s not a things which you can arrange at once as per your convenience, likes and suitability. You have to give some time to person to change.  According to my self, I am rigid person I have no habit to feel sorry or to say sorry but my girlfriend taught to me to say sorry not by force, but by her patience and attitude. When she used to call me, and if have good mood, I used to pick up her call and used to talks, otherwise I was careless about her call, even after missing a call I never said her sorry or not given any reason why I not picked up a call. She only used to say me that she called you 5 times or 7 times but I not picked up call may be you a were busy, that’s why you missed my call. But when I called her and she missed my call I used to get angry, and seek explanation from her why she not picked up my call. But she always used to give me valid reasons, why she not picked my call. This was continuing up to 4 to 5 months at last I feel ashamed on my attitude. I changed my behaviour, whenever she called me I used to pay attention to her call or at lest I used to convey her by giving SMS that I am busy in meeting, and by chance if I missed her call I used to say her sorry by  giving valid reason. She taught me how to say sorry by her attitude.Image

Mining – the looser and the winners…..

The Rutile Mining Company based in Rutile, Sierra Leone West Africa, is the classic example of, foreign mining companies who destroying the ecology, environment of Sierra Leone and compelled local populace to live the refugee and displaced, vulnerable life by joining hand in hand with greedy politicians and corrupted bureaucrats.

The distruction

The Town Chief Mr Alfrad Turyamie informed that Rutile Mining company displaced them from Gangama village, the 300 year old settlement, at that place the villages had a lot of opportunities of livelihood, they have lot of fertile and swamp land for farming, even the sea was close to the place so they used to do fishing there, the bamboo and palm trees had availably in plenty number and they used to built their house by using them. But all of a sudden in 1986 they were displaced from the place for mining and settled them in the periphery of Rutile mining area namely Landon and Junctionuala. Since then the people are facing hardship & struggling for their day to day life. Limited livelihood opportunities, very little swamp and farming land, lack of natural resources, such as bamboo and palm trees to built the thatched house, no drinking water facility as such they are struggling for basic life expectancy. Town chief informed that since long they are thinking to repair the courtbarray (community meeting place) but they are struggling for bamboo and palm leaf which is available far away from the place. Mr. Alfrad explain that the Rutile staff attitude is not gentle with the local populace, when sometime we go with some demand they threatened or sometime they beat the people. People are living in fear because everyday the surveyor from company are coming in area and doing some measurement; we don’t know when they will start mining here by displacing all of us. We have really no future; we are just living refugee life in our own independent country.

Mr. Mohamed Salia the Director of leading NGO working on livelihood development for the populace living in area, express his concern over the issue, he shared that there is no strong civil society to speak for the rights of people, there is risk of flood because everywhere Rutile dug out big quarry. During my visit I visited one house were the teenage boy died in the Rutile dug out Quarry on the way to return to his village from the farm. Local populace explained that it’s not new for them any time in rainy season they lost someone as a result of mining ponds swelling up with water. Mr. Mohamed told that when he talk with the people about there future settlement somewhere about to cry, he told that people can’t fight for themselves, they don’t have menace. The people who know about the situation don’t want to speak on the subject because they have fear of Government. There is an act in the parliament for mining companies which given more power to these companies. Mr. Mohamed Koroma, the Gender and Human rights activist explained that these mining companies are destroying whole Sierra Leone they destroyed our mountains, forest, natural resources and long back local traditional living system for Bauxite, Titanium & Diamonds by displacing people. Definitely this mining will be long term effect on the ecology of Sierra Leone where mining has created erosion, sinkholes and contamination of groundwater. He feel the need of advocacy campaign against such activities, he told that the foreign company officials and people who are in command are suppressing the voice of people by their power. Mining in the developed countries is highly regulated to ensure safety and the return of the area to a pre-mining ecological state, then why not it applicable in Africa? He hopes that one day the balloon of exploitation will burst, definitely people will came out on road for securing their rights.

The situation is not different in India, the example of Mining in forest area of Chandrapur, in Maharashtra, illegal mining issue of Reddy Brothers in Tamilnadu, Bihar & West Bengal are the burning example of insatiable intentions of politicians & bureaucrats. But in some places community come out to protest the unreliable, unacceptable plans of Government, to secure their right of livelihood and to live dignified life. They struggle; they laid down their life and by the power of unity and with constant struggle at the end of the day they got succeed to conquer the vicious plot of the politicians and bureaucrats. In these entire state of affairs the questions remains, development but for whom?

The distruction

Community Participation……. A good notion!

People are talking loudly about community participation and even funding agencies are emphasizing on that. During the awarding the project agreement the agencies are approving 70 to 80% fund and advising to raise or to manage rest of the fund by community participation. But it is matter of concern, NGO’s who are getting fund are really emphasizing on true manner on participation of community? It is not hard to get the community participation.

But the fact is that, for getting the community participation organization should have to keep the transparency in their account and dealing. They have to call voice of community in their decision making process. They should have to share project budget and expenses with the community on half yearly or yearly basis like shareholder companies. If organization will clearly explain to the community that what is project budget and how much money they will be spend on community development and how much as project running cost, community will merely involved in the project activities, they will passionately take part in program by taking the ownership of whole project, thus in real sense the community participation is not a big deal. The real fact is that very few organizations are there who have concerned about community participation. To chop the project money and to make adjustment in activity budget, most of the project implementer even doesn’t want to show their project budget and budget allocation within their staff, then where is the community? If in real sense someone will go for check it will generally observed that 50 to 70% of money was spend as project running cost and only 30 to 40 % on community or field activities. And then these people are shouting that they are not getting community participation, community wants free assets or free assistance without doing anything. They like to blame the community for the failure of the project.

It has happen that the project implementer raised the bills of those works which carried out by the community participation. That’s why many time community people have doubt, they are asking that what is the proof of our participation, may be you will raised the bill of our work in project and grab the money. I think the doubt of community is valid at their level.

Office asked me to install the machinery at Agriculture Business Centre when I asked about the budget they informed me that there is no budget for installation, only there is budget for material and technical person and not for unskilled labour. I have to take participation from community for installation. I carried out the installation, the rice huller, nut cracker, palm oil press, etc. community people participated very actively though there was raining, small children’s carried out stones on their head, old people were also shared their labour to lift up the 420 to 500 kg machinery parts from storage centre to place of installation. They asked for some incentive or food, even I thought that after work may be if there is provision of food, we cook and will eat like get-together, it will help to create one bondage between project officials and community people, but it was not happened. Even I was not aware about the project budget for installation of Machines, may be they will raise fake bills of labour costs to grab the money. At the end of the day I thought what proof of their participation is. What direct or indirect benefit they have from Business centre. If the project is planned for the development of whole village, then why only 10 to 15 people taking part and not whole village.

Definitely because of some of greedy project implementer the concept of community participation is get damaged, sometime people start something with good humor but community people get suspect, they thought that, definitely there is some budget provision in the work but by taking community participation the person wants to grab the money, these situation is very awful to tackle, some time work get hampered and loose its spirit.

It was observed that to show the community participation project officials make the adjustment in the budget, they increase the cost of labour and material and whatever surplus money came up they show it as a cost of community contribution. The community participation is remaining as a good notion to speak or to shout only but no one project implementer or organization want to put it into practice because they don’t want to loose their lion share (big lump of money). Funding agencies should have to make a clear agenda that what type and up to what level participation they are expecting from community. For example if there is construction of community hall what community have to participate in the construction, local material such as sand, stone, wood or in form of labour, if that is the case then these cost should be deduce from contract and appropriate contract can be awarded to contractor, otherwise contractor will claim the money for the same for which community already given their participation. Generally it happens, in this business the project official and contractor grabbed good amount money, and they enjoy win-win situation.

Community Participation

To ensure the trust and to get fair participation from community, in the initial stage it should be clearly shared with community that what participation is expected from them, how they will benefit. May be the participation of community should be clearly highlight on sign board or project should have to award one small certificate of participation to Village Development Committee or to Village Authority as a proof of their participation. To monitor the participation of community the joint committee of project officials and villagers may record the participation on daily basis and evaluate in terms of money.

Everything Goes

When I went to Sea, he asked me where your love is.

I pretended, what is love? I don’t know it, and I don’t even know from where I have to bring it?

Sea Laughed loudly with it’s mighty bubbling waves.

He asked me, don’t you really not know, where is your love?

I replied nervously, yes I know, but I lost it because of big sea of foolishness & ignorance within me. Now nothing is in my hand.

Sea laughed again loudly he told, you are really a fool, when things are in your hand you ignore it Even don’t make any try to keep them with you; and once the things go away you start to cry for that.

I replied, yes you are right, I am trying to rectify myself; I am trying to change myself.

With tearing eyes I asked sea, can I get back my love in future?

Sea laughed again, he replied you fool, don’t you know once the things go it never come back again. The things which have gone is gone, don’t keep hope for that.

You know once I swallow something I never return it and if by chance if you will find it on my shore you will never get it in its original form, likewise, may be in future you will meet with your love but there is no guarantee that the love will be as it was earlier, or you may discover there is no love remaining for you.

With cry I asked, why this is so?

Sea replied calmly, because this is life, you must know that everything goes; because passion, time and tide wait for none.
